The simulation, such as guest and staff behavior, is spread over multiple threads. i9s have better single core performance than i7s, but my guess is that the framerates of the i9 people are not in fact worse than the ones of i7 people given the same scenario, they will just pay way more attention. Planet Coaster can adjust the simulation refresh rate depending on the performance of a park and as such the available CPU capacity.
GPU matters very little at this point as it will get starved for input. In case of Planet Coaster and many simulation heavy games, the perfomance will pretty much linearly scale with your single core performance as soon as a certain number of items/agents/people is reached.
Someone who invests $$$ in his PC will pay way more attention on performance/framerates and is way more likely to share his experiences in online forums than someone only spending $$ or even $. If you are gaining your reports primarily from forums it doesn't really surprise me. It would seem that your GTX1060 is coping with parks and crowds similar to my GTX980 and any RTX card seems to make performance very random hardships.
